The European Union laws require compliance with specific product legislations in order to place such products on the EU market (such as: Toy Safety Directive, Machinery Safety Directive, Low Voltage Directive and more). In addition to those laws, there are also laws which regulate the manufacturer “behaviour” - before, during and after - the product was placed on the EU market.
A key example for such a legislation is the NEW Regulation 2019/1020/EU – on Market Surveillance and Compliance of Products - which will enter into force on the 16 th of July 2021. This regulation will consolidate the current surveillance and enforcement activities by the European Authorities, especially within e-commerce and online trade, that will impact major retailers such as AMAZON.
Amongst the NEW requirements by Regulation 2019/1020/EU, it will require any manufacturer (brand owner) with a registered address outside the European Union to designate an Authorized Representative within the European Union – by means of a legal mandate signed by both parties.
Providing its name and EU address to be made available on product labels sold under the name or trade names of the Non-EU manufacturer.

Ensure that the technical documentation (of the product) have been drawn up by the Non-EU manufacturer.
Cooperate with any request by the EU Surveillance Authorities, on behalf of the Non-EU manufacturer.


Keeping the technical documentation available for inspection by the EU Authorities, on behalf of the Non-EU manufacturer.
